Phelan is horse country with a view. Spread across the foothills west of Hesperia along Highway 138, it looks straight up at the San Gabriel Mountains, and on a clear day the snow on Wrightwood's peaks is the backdrop to nearly every street. It is unincorporated, rural by design, and one of the High Desert's favorite places for buyers who want land.
Phelan's story starts on the Mormon Trail, which brought settlers through this valley on their way to San Bernardino, and its name honors Senator James D. Phelan of California and his brother John Thomas Phelan. It has never incorporated — the community handles its own water, parks and recreation through the Phelan Piñon Hills Community Services District, which it shares with its neighbor to the west.
Parcels here are big — two acres and up is typical — and the homes on them run from ranch-style customs to newer builds with barns, arenas, and room for whatever the family drives, rides, or builds. Phelan Road and Sheep Creek Road are the main streets, with the everyday shopping clustered around them, and Highway 138 gives a direct run to I-15 at the Cajon Pass for commuters heading down the hill.
The Phelan Community Center on Sheep Creek Road is the civic heart of the area. Schools belong to the Snowline Joint Unified School District, with Serrano High School serving Phelan, Piñon Hills and Wrightwood.
