It serves as formal proof that a manufactured home has been permanently attached to an engineered foundation, which legally reclassifies the structure from personal property (like a motor vehicle) into real estate attached to the land. Without this recorded certification, a mobile home remains classified as personal property subject to annual vehicle registration fees rather than standard real property taxes, severely limiting how the home can be bought, sold, or financed.

For buyers and sellers, obtaining or verifying a Form 433A can completely transform a transaction. From a buyer’s perspective, a recorded 433A unlocks access to traditional, long-term residential mortgages—including FHA, VA, USDA, and conventional loans—which offer significantly lower interest rates and standard 30-year terms compared to high-interest personal property loans. However, buyers must ensure the document is properly recorded with the County Recorder's Office before closing, as mortgage lenders will flatly deny loan funding without it. Additionally, buyers looking at older units built before June 15, 1976 (pre-HUD) should exercise caution, as these structures often face strict engineering hurdles that prevent HUD-compliant 433A certification for government-backed financing.

For sellers, having a recorded 433A drastically increases property value and marketability by opening up the listing to the vast majority of mortgage-approved buyers. Uncertified homes are restricted primarily to cash buyers or those using specialized personal property financing. To retroactively secure a 433A certificate, a seller must hire a licensed contractor to install a state-approved foundation system, pull a building permit from the local jurisdiction, pass a final structural inspection, and ensure the local authority files the signed 433A with the County Recorder to complete the conversion
